Abandoned and junk vehicles are a common code enforcement issue in unincorporated King County. Under RCW 46.55.085, a vehicle parked on a public highway or right of way that appears abandoned may be tagged by the King County Sheriffs Office or authorized agent. If the vehicle is not moved within 24 hours of tagging, it may be impounded by a registered tow operator, stored, and ultimately sold at public auction if not redeemed. Owners are responsible for impound and storage fees. On private property, vehicles are separately regulated. A junk vehicle under RCW 46.55.010 is one that meets at least three of these criteria: is three years old or older; is extensively damaged, including broken windows, missing wheels, or flat tires; is apparently inoperable; has an approximate fair market value equal only to the value of its scrap. King County Code 21A.30 and 23 restrict storage of junk vehicles in residential zones. Property owners may typically keep one junked vehicle if it is screened from public view and neighboring properties. Violations trigger a notice of violation, a compliance period (usually 14 to 30 days), and civil penalties up to 100 dollars per day under KCC 23.32 if not corrected.
