It's a nuisance to keep an abandoned or inoperative vehicle on private property. After written notice, the owner has 15 days to remove it or begin repairs (finished within 30 days), or the City-Parish may tow it. Louisiana's abandoned-vehicle law RS 32:471 et seq. also applies.
Title 12 (Nuisances), Chapter 7 of the City-Parish Code governs abandoned, inoperative, dismantled or wrecked vehicles on private property. An inoperative vehicle is one incapable of being lawfully moved on the streets; lacking current registration, inspection sticker or plate alone does not make a vehicle inoperative if it otherwise complies with Louisiana law. After the enforcing agency serves notice (personally, by certified mail, or by posting), the owner or occupant has 15 days to abate the nuisance by removing the vehicle or beginning repairs, which must be completed within 30 days. If ownership is unknown, the agency advertises in the parish's official journal for 15 days before taking possession. State law RS 32:471+ provides parallel removal authority.
Failure to abate lets the City-Parish tow and impound the vehicle; owners bear towing/storage costs, and continuing nuisances draw citations and liens.
