Winnebago County, IL Parking Rules: Abandoned Vehicles (2026)

Winnebago County treats any inoperable motor vehicle, one missing or damaged so badly it can't be driven under its own power, as a public nuisance once it sits on public or private property outside an enclosed building for more than seven days. The sheriff notifies the owner by certified mail to remove it; ignoring that notice draws a fine, with every additional day of noncompliance counted as a new offense. The rule doesn't reach vehicles stored inside a building, vehicles over 25 years old, or inventory at a licensed wrecking/junking business.
