On unincorporated county roads, commercial vehicles are governed primarily by Humboldt County Code §431-1 (general parking, sign-posted limits, no double parking, off-traveled-way rule) and by California Vehicle Code §§22500-22526. CVC §22507.5(a) specifically authorizes counties to prohibit commercial vehicles exceeding 10,000 lbs gross weight from parking on any street within a residence district for more than the time necessary to load or unload passengers or freight (typically defined as 1-3 hours), provided signs are posted. Several Humboldt County sections impose targeted tall-vehicle restrictions that catch most commercial trucks (HCC §§431-5, 431-96.5.5, 431-106 for vehicles 6 feet or greater in height at named intersections). The Arcata-Eureka Airport area has the most extensive commercial-related parking control: HCC §431-8 bans parking on both sides of Airport Loop Road and Baadsgaard Avenue and 24/7 on Airport Road PM 0.21-0.72, with curb spaces designated for buses, taxis, limousines and hotel courtesy vans, and a requirement that vehicles using those spaces not be left unattended. Loading zones in Garberville (HCC §431-40(b) and (d)) limit parking to 10 minutes for loading/unloading freight or passengers.
Violations are infractions under HCC §431-1(d): up to $100 first offense, escalating to $250 by the third within one year. CVC §22507.5 violations are also infractions. Heavy commercial vehicles parked over the posted limit may also be towed under CVC §22651.
