El Dorado County does not adopt a separate countywide commercial-vehicle on-street parking ordinance for unincorporated residential areas; under California Vehicle Code Section 22507.5, the County may, by ordinance or resolution after a public hearing, prohibit or restrict on-street parking of commercial vehicles with a manufacturer's gross vehicle weight rating of 10,000 pounds or more in residential districts, with exceptions for pickups, deliveries, and bona fide construction at permitted sites.
Commercial-vehicle on-street parking in unincorporated El Dorado County is governed by California Vehicle Code Section 22507.5, which delegates authority to local agencies. Under that section, local authorities may, by ordinance or resolution, prohibit or restrict the parking or standing of commercial vehicles having a manufacturer's gross vehicle weight rating of 10,000 pounds or more on streets in residential districts, and may also restrict parking between 2 a.m. and 6 a.m. with a permit system for residents, guests, and disabled persons. The ordinance is not effective without a public hearing, must define 'residential district' (typically by reference to the zoning ordinance), and does not apply to commercial vehicles making pickups or deliveries of goods, wares, and merchandise to buildings on the restricted streets or delivering materials for actual repair, alteration, remodeling, or construction at a site with a previously obtained building permit. In the Lake Tahoe Basin and unincorporated areas above 3,000 feet, commercial vehicles are subject to the winter no-parking restrictions of Sections 10.12.180 and 10.12.184 whenever the Director of Transportation has declared a snow removal condition. Off-street commercial parking and loading standards are set by Title 130 Chapter 130.35 (Parking and Loading) of the Zoning Ordinance.
On-street commercial parking violations are enforced by the El Dorado County Sheriff's Office and processed by the Citation Processing Center. Vehicles obstructing traffic, blocking driveways or hydrants, or parked over 72 consecutive hours on a highway in violation of a local ordinance may be removed under California Vehicle Code Section 22651. Off-street commercial parking and loading violations on private property are zoning violations enforced by the Code Enforcement Division under Title 130.
