Summary

St. Johns County's Land Development Code bars parking or storing any vehicle over 8,000 pounds net vehicle weight in a residential zoning district, unincorporated county-wide. Dump trucks, semitrailers, truck tractors and school buses are named prohibited vehicles under Section 2.04.02. The only exceptions are normal loading, unloading or the time normally needed to service the vehicle at a dwelling or at a use the district already allows.

These county ordinances apply to unincorporated areas of St. Johns County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

Heavy vehicles which are in excess of eight thousand (8,000) pounds net vehicle weight, and are registered on the basis of gross vehicle weight in accordance with Section 320.01 (10) (11) (12), Florida Statutes, shall not be parked or stored in any residential district except as may be required for normal loading or unloading of such vehicles and during the time normally required for service at dwellings, or at Structures or activities allowable or permissible in such residential districts by the terms of this Code. Prohibited vehicles shall include dump trucks, semitrailers, truck tractors and similar vehicles as defined by Section 320.01 (10) (11) and (12), Florida Statutes. In addition, the parking of a school bus, except for the normal loading or unloading during the time normally required for service, shall be prohibited in Residential Districts.

Full Breakdown

02 of the St. 01(10), (11) and (12), in any residential zoning district in unincorporated St. Johns County. The Code names dump trucks, semitrailers, truck tractors and similar heavy equipment as prohibited vehicles, and separately bans parking a school bus in a residential district outside the normal time needed for loading or unloading passengers. The rule reaches Ponte Vedra, Nocatee, Julington Creek, Fruit Cove and every other unincorporated residential neighborhood; it does not reach the City of St. Augustine, St. Augustine Beach or Hastings, which enforce their own codes.

The only carve-outs in the text are normal loading and unloading of the vehicle and the time ordinarily required to service it at a dwelling, or at a structure or activity the district's zoning already permits, such as a use approved by Special Use permit. 00 of the Code, administers compliance. 69, Florida Statutes, or proceed under the Chapter 162 citation procedure and County Ordinance 94-36. Each additional day the vehicle remains constitutes a separate violation.

Violations & Fines

Violating Section 2.04.02 triggers the County's standard Code enforcement track under Sections 10.05.01 and 10.05.02: written notice of the violation, then prosecution as a misdemeanor under Florida Statutes Section 125.69 or citation under Chapter 162, Florida Statutes and County Ordinance 94-36 if the vehicle stays. Each day of noncompliance is a separate violation, the County Administrator may issue a stop-work order, and the Board of County Commissioners can seek a civil injunction plus attorney's fees; penalties are as allowed by Florida law.

Frequently Asked Questions

Can I park my personal pickup truck at home in St. Johns County?
Yes, if it weighs 8,000 pounds or less net vehicle weight it is not a "heavy vehicle" under Section 2.04.02 and the residential parking ban does not apply. The rule targets dump trucks, semitrailers, truck tractors and similarly sized commercial equipment, plus school buses, not standard consumer trucks or SUVs registered for personal use.
What if I need my heavy truck at home to load or unload?
Section 2.04.02 allows a heavy vehicle to sit in a residential district only for the time normally needed to load, unload or otherwise service it at the dwelling, or at a use the zoning district already permits. Parking or storing it beyond that window, even overnight as a matter of convenience, violates the Code.
Does the heavy vehicle ban apply inside St. Augustine or St. Augustine Beach?
No. Section 2.04.02 is part of the St. Johns County Land Development Code and governs only unincorporated areas such as Ponte Vedra, Nocatee and Julington Creek. The City of St. Augustine, St. Augustine Beach and Hastings are separate municipalities that enforce their own municipal codes for heavy vehicle parking.
What happens after the County issues a violation notice?
The County Administrator's notice under Chapter 162, Florida Statutes, gives a deadline to remove the vehicle. If it is not removed, the County can prosecute the case as a misdemeanor under Florida Statutes Section 125.69 or issue a citation under Chapter 162 and County Ordinance 94-36, with each additional day treated as a new violation.
