04, General Provisions of the traffic and parking title, sets the ground rules for how curb-based parking regulations become effective. 010 states that no provision of the title requiring signs or curb markings 'is effective unless such signs or curb markings are in place as herein directed,' meaning a driver cannot be cited for a curb-color rule that has not actually been painted. 040 of Title 2, who is directed to 'perform and maintain such painting' whenever the Code calls for curb paint to indicate a parking regulation.

005 shows how that authority is used in practice: the Director can prohibit stopping, standing or parking and post signs and curb markings within one hundred feet of an intersection, twenty-five feet of a railroad crossing, twenty feet of a crosswalk or driveway, and fifteen feet of a fire hydrant, after a traffic engineering investigation finds it necessary for safety. 005(B) requires the Director to remove those signs and curb markings.
