There is no Collier County ordinance authorizing homeowners to paint curbs, whether for house numbers or no-parking markings, on the public right-of-way. Official traffic and parking curb markings, such as yellow or red no-parking zones, are installed and controlled by Collier County Transportation, or by FDOT on state roads. Under Code Section 110-31.A, it is unlawful to obstruct, place material on, or perform any work that disturbs a public right-of-way without first obtaining a county permit, so painting or marking the curb without authorization is prohibited and can be treated as an obstruction. Curb-number painting solicitation may require a Business Tax Receipt and cannot create enforceable parking restrictions.
