Only the City of Salem may paint curbs to control parking; residents cannot paint or mark curbs themselves. Parking against a City-painted red or yellow curb is unlawful. Report needed no-parking zones to your city or county public works.
Salem Revised Code 102.110 makes it unlawful for any person to place, erect, paint, inscribe, or otherwise establish any parking-control device purporting to restrict or control parking, except devices authorized by the Salem Revised Code or state law. Only the City applies these markings. Salem Revised Code 102.040(b) then bars parking any vehicle adjacent to a curb the City has painted yellow or red. On county roads, unauthorized parking-limitation devices are similarly not recognized, and MCC 10.10.060 enforces official parking-limitation signs and devices. Homeowners wanting a restriction should petition public works.
Installing an unauthorized curb marking or parking-control device is unlawful under SRC 102.110 and subject to citation.
