Chesterfield County Code sec. 13-62 makes it unlawful to keep inoperable motor vehicles, trailers, or semitrailers on residentially and other zoned property except within a fully enclosed building or otherwise shielded or screened from view. 'Shielded or screened from view' means not visible by someone standing at ground level outside the property. One inoperable vehicle may be kept covered in the rear yard, and an owner actively restoring a vehicle may keep it plus one additional inoperable vehicle if screened. Virginia Code sec. 15.2-905 is the state enabling statute that defines inoperable vehicles and authorizes these local rules.
