Under Spokane County Zoning Code Chapter 14.802, 'off-street parking shall be provided for all uses.' Table 802-1 sets the residential standard: a single-family or duplex dwelling needs two spaces per dwelling unit, and 'spaces may be stacked in driveway.' Multi-family dwellings need 1.5 spaces per unit plus 5% for guest parking. A parking plan showing stalls, access points and walkways must be submitted and approved before a building permit is issued for new construction or a change of use. Driveway access to county roads is coordinated through the Division of Engineering and Roads.
