A. , regulates parking surfaces on unincorporated county land the same way it does inside Wichita. 2, "Parking Area improvements," states flatly that off-street parking is prohibited on unsurfaced areas. For single-family, duplex, and small multi-family lots, driveways and parking areas must carry an All-Weather Surface; the only exception is a lot fronting an unpaved county road, and even then the property has just 90 days after the county paves that road to bring the driveway up to an All-Weather Surface. The Zoning Administrator and the joint Metropolitan Area Building and Construction Department (MABCD) handle inspections and complaints for unincorporated parcels; the City of Wichita separately enforces its own municipal front/side-yard parking ban (Code of the City of Wichita Sec. 030) inside city limits, but that section does not reach county land outside Wichita's corporate boundary.
