Summary
In unincorporated Jackson County, driveways and parking areas for anything but a single-family home in the AG, RR or RE zoning districts must be paved with asphalt, concrete or an approved equivalent: gravel driveways don't cut it outside those farm-zoned lots. Kansas City sets its own code.
Parking and loading facilities for all uses except single family dwellings in the AG, RR and RE districts and agricultural uses shall be surfaced and maintained with asphaltic concrete or other surfacing material approved by the Director. Paved surfaces shall be designed to withstand anticipated traffic loads. The Director may authorize the use of pervious materials, provided that the applicant documents that the proposed design and construction will be durable under anticipated traffic demands. All parking areas shall meet the following minimum paving standards:

The Unified Development Code's parking and access standards (§24006.7.f) require every parking or loading surface in unincorporated Jackson County, driveways included, to be paved with asphalt, concrete or a Director-approved equivalent, with pervious surfaces allowed only if the applicant proves the design holds up under expected traffic. Residential and commercial districts carry a 6-inch minimum thickness, rising to 8 inches in the heavier commercial and industrial districts.
