There is no county-level law requiring, siting, or reserving electric-vehicle charging spaces. Curbside EV chargers, reserved 'EV only' spaces, and permits for a home charger fall to each of Lancaster County's 60 municipalities through their zoning and traffic ordinances (Municipalities Planning Code, 53 P.S. §10101; 75 Pa.C.S. §6109). The one county-level rule touching electric mobility is in the park system: electric bicycles may be operated in all areas where traditional bicycles are permitted, but riders may not exceed 20 mph using the e-bike motor, and e-bikes must have working pedals and weigh no more than 100 pounds. For a home or on-street charger, check your municipal zoning officer and any PennDOT permit if a state road is involved.
