70, adopted by Ordinance No. 5165 in 2022, applies to permitting of all electric vehicle charging stations in unincorporated El Dorado County, exempting stations already legally installed unless they are later physically modified enough to require new permitting. Before applying, an installer must verify the station will not create a specific, adverse impact on public health, safety, or building occupants, covering electrical system capacity and loads, wiring, bonding and overcurrent protection, affected building infrastructure, and the charging and parking area. An application meeting the County's adopted EV Checklist is deemed complete and processed promptly; the Building Official reviews it as a ministerial, ordinary permit limited to local, state, and federal health and safety requirements, and cannot condition approval on an association's approval under Civil Code Section 4080.

Approval alone does not authorize energizing the station until final building permit approval is granted. 090. Installed equipment must meet the California Electrical Code and be incorporated into the load calculations for the property's electrical service as a continuous load, and floor- or wall-mounted stations must meet the anchorage requirements of the California Building or Residential Code and the manufacturer's instructions.
