The Building Official can require an administrative special use permit only on written findings of a specific, adverse impact (7-32-1050(e)), with appeal rights. The County provides application documents and accepts electronic signatures (7-32-1040).
There is no penalty scheme aimed at homeowners here; this is a permitting-streamlining ordinance. Installing a charging station without the required building/electrical permit, or making material modifications to an existing station without a permit (7-32-1020), would be a code-compliance matter handled through the County's normal building enforcement.
