Kitsap County, WA Parking Rules: EV Charging (2026)

080 sets minimum electric vehicle charging standards that apply to all new construction and to redevelopment projects where the project cost equals 50 percent or more of the assessed value of the existing buildings. Subsection A requires one EV charging space for every ten standard vehicle parking spaces required on the site, rounded up, and requires 10 percent of those EV spaces (with a minimum of one) to be accessible parking spaces. 04, and the stations themselves must be at least Level 2 chargers, rated at 208 or 240 volts.

EV spaces are reserved solely for charging; a vehicle that is no longer charging must be relocated to a standard space, and the site must post signage saying so. 040, except accessible charging spaces, which follow the building code's accessible parking dimensions. Site lighting must illuminate any EV charging spaces available for use outside daytime hours, and the operator's contact information must be posted on the charging equipment for reporting malfunctions. Subsection B lets a developer reduce required non-EV vehicle parking by 5 percent for each of several EV-related upgrades: installing Level 3 (480-volt) 'fast' chargers instead of Level 2; providing one EV space for every five required stalls instead of every ten; or, on sites with 250 or more required stalls, installing one EV space sized for a passenger truck towing a trailer (a pull-through or double-length stall with the charger mounted to the side).

These standards were adopted by Ordinance 620 in 2023 and apply only in unincorporated Kitsap County; Bremerton, Port Orchard, Poulsbo, and Bainbridge Island each set their own EV parking requirements under separate city codes.
