160 requires the building official to run an expedited administrative review for any electric vehicle supply equipment built to Article 625 of the California Electrical Code that delivers power into a plug-in vehicle. The county must publish an adopted checklist on its website, accept electronic submittals including e-mail, internet, or fax, and take electronic signatures. An application is deemed complete once five business days pass (10 business days for more than 25 charging stations at one site) without the building official either deeming it complete or issuing a written correction notice detailing every deficiency.

Once complete, the application is deemed approved and all necessary permits issue automatically after 20 business days (40 business days for more than 25 stations) unless the building official has affirmatively approved it, found based on substantial evidence that the installation could have a specific adverse impact on public health or safety, or denied it because no feasible mitigation exists; an appeal to the planning commission also pauses deemed approval. The building official cannot condition approval on a homeowners' association's sign-off unless that same adverse-impact finding is made.

A building official's decision may be appealed to the Building Board of Appeals within 30 days. Approval of the permit itself does not authorize energizing the station: separate authorization from the county is still required before use.
