Mendocino County does not impose a unique local ordinance mandating a set number of EV parking spaces on existing property. Instead, EV charging is handled two ways. Second, for new construction and certain alterations, the California Green Building Standards Code (CALGreen, Title 24 Part 11) and the California Energy Code set the substantive requirements: new one- and two-family dwellings with attached garages must include EV-ready receptacles or pre-wiring, and new multifamily and nonresidential projects must provide a percentage of EV-capable and EV-ready parking spaces. These state standards apply in unincorporated Mendocino County through the County's adoption of the California Building Standards Code. Property owners installing a charger should confirm electrical permit requirements with Planning and Building Services.
Installing an EV charging station without the required building/electrical permit, or failing to meet CALGreen EV-ready requirements in new construction, is a building-code violation enforced by Planning and Building Services. There is no separate county EV parking-quota penalty.
