Honolulu County, HI Parking Rules: EV Charging (2026)

The section addresses the practical problem of retrofitting chargers into Oahu parking areas that were designed without them. Subsection (a) is a placement standard: equipment mounted on pedestals, lighting posts, bollards, or other devices at an electric vehicle charging station must be designed and located so it does not impede pedestrian, bicycle, or wheelchair movement or create safety hazards. That governs where the hardware sits relative to walkways and accessible routes, not just whether it physically fits. Subsection (b) is the retrofit allowance: an existing standard-sized parking space constructed prior to December 23, 2020 may be reduced to the size of a compact space, but only if necessary to accommodate the electric vehicle charging equipment.

The date is the dividing line. A stall built after December 23, 2020 does not get the downsizing allowance, because a lot of that vintage was built with this rule already on the books and could plan for charging equipment at full stall dimensions. The "if necessary" condition also matters: shrinking a pre-2020 space is permitted as an accommodation for charging equipment, not as a general license to convert standard stalls to compact ones. The rule applies citywide, in all districts.
