Stark County does not set loading-zone rules; cities do. Canton City Code 351.03 bars stopping, standing or parking in numerous marked and restricted places, and off-street loading is required for many uses under Canton's zoning code.
Loading zones are a municipal function, not a county one. In Canton, City Code 351.03 prohibits standing or parking in places where signs prohibit it or curbing is painted yellow, and lists restricted spots including near hydrants, crosswalks and driveways. Designated loading zones are marked and enforced by the city. Separately, Canton's off-street loading and parking chapter (1184) requires certain commercial and industrial uses to provide loading berths on-site rather than in the street. Massillon, Alliance and North Canton adopt their own loading-zone provisions. Always obey posted loading-zone signs and time limits.
Parking in a marked loading zone or yellow-curb area is a Canton parking infraction subject to ticket and tow under 351.99. Failure to provide required off-street loading is a zoning-permit issue.
