Carmel City Code Sec. 8-46 permits otherwise-restricted freight and oversized vehicles to stop on a City street only while actively loading or unloading freight. The City designates no-parking and limited-parking areas (Sec. 8-47 and 8-48), and downtown deliveries must comply with posted signage.
Carmel does not single out a stand-alone 'loading zone' chapter; instead, loading and unloading is built into the general parking rules of Chapter 8, Article 5. Section 8-46 allows a freight-carrying vehicle of one-ton capacity or more, or a vehicle more than 20 feet long, to park on a City street only while engaged in the loading or unloading of freight, and otherwise prohibits such vehicles from standing on the street. The same section permits a vehicle to stand on a lawn or greenspace only while it is actually being loaded, unloaded or washed. In residential districts, Section 6-109 allows commercial, semi and construction vehicles to exceed the four-hour limit only while temporarily parked during the actual performance of a bona fide commercial service, construction, sale or delivery. The City designates no-parking areas (Sec. 8-47, which may be posted as tow-away) and limited-parking areas with posted time limits (Sec. 8-48); any dedicated loading or delivery spaces in the downtown district are established and marked by the City through this signage authority. Delivery and freight operators should load and unload promptly and obey posted signs, since the loading exception applies only during active loading activity.
Using a loading exception as a parking spot, or staying in a posted loading or no-parking zone after loading is complete, can result in a citation; freight and oversized vehicles standing on streets outside active loading violate Sec. 8-46.
