In Salem, parking in a public alley is allowed only for loading or unloading and only up to 30 minutes. Oversized vehicles may stop on restricted streets solely while actively loading. County parking rules likewise exempt vehicles briefly engaged in loading.
Salem Revised Code 102.040(e) makes it unlawful to park in a public alley except for loading or unloading passengers or cargo, and then only for up to 30 minutes. The oversized-vehicle and RV restrictions in SRC 102.040(g)-(h) each contain an exception for a vehicle actively engaged in loading or unloading. Marion County's rules mirror this: MCC 10.10.050 states the parking ordinance does not apply while a vehicle is temporarily engaged in the process of loading or unloading passengers or cargo. Posted commercial loading zones are governed by the local parking-control device.
Exceeding the 30-minute alley loading limit is a Salem parking infraction subject to citation.
