Polk County Code Sec. 10.3-17 permits momentary stopping to pick up or discharge passengers even where standing is otherwise restricted, and permits temporary parking while actually loading or unloading merchandise or passengers, except within 50 feet of a railroad crossing or where signs prohibit parking. Oversized vehicles (over 2 tons payload) may use the right-of-way only while actively loading/unloading. For residential boat/RV/trailer storage, LDC Sec. 218.D limits right-of-way loading or unloading to no more than one hour in any 24-hour period. The county code does not designate general commercial loading zones on county roads; those are typically city-specific.
