Summary

Rock Island County requires off-street loading space for any new commercial building of 10,000 square feet or more in the unincorporated area, keeping delivery trucks out of public streets. The Zoning Board of Appeals administers exceptions, and loading docks must meet minimum size standards under County Code of Ordinances Section 154.048.

These county ordinances apply to unincorporated areas of Rock Island County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

In all districts, in connection with every building or part thereof hereafter erected, having a gross floor area of 10,000 square feet or more, which is to be occupied by uses requiring the receipt or distribution by vehicles of materials and merchandise, there shall be provided and maintained on the same premises with such building at least one off-street loading space accessible from any alley, easement of access, or when there is no such alley or easement of access from a street, plus one additional such loading space for each 2,000 square feet or major fraction thereof of gross floor area so used in excess of 20,000 square feet... Loading spaces shall not be less than ten feet wide, 50 feet in length, and 14 feet in height, exclusive of access and turning areas.

Full Breakdown

048(B)(2) of the Rock Island County Code of Ordinances requires at least one off-street loading space for any building 10,000 square feet or larger that receives or distributes materials by vehicle, accessible from an alley or easement, or from a street where none exists. A second loading space is required for every additional 2,000 square feet of gross floor area past 20,000 square feet. That space may sit in a required rear yard, or with Zoning Board of Appeals authorization, in another yard. 048(C)(3) sets the physical minimums: a loading space cannot be less than 10 feet wide, 50 feet long, and 14 feet high, exclusive of access and turning areas, so a standard parking stall cannot double as a loading dock.

Because these standards sit inside the county's off-street parking and loading chapter, they apply only to the unincorporated area of the county; Rock Island, Moline, and the other incorporated cities inside the county administer their own separate loading and parking codes. 048(F), the Zoning Board of Appeals may modify, reduce, or waive the loading requirements on appeal if the applicant shows the particular nature of the use justifies it. 048(B)(1) before the County Building Inspector issues a permit for a new or enlarged commercial structure.

Violations & Fines

Building without the required off-street loading space, or occupying a commercial structure that does not meet Section 154.048's loading standards, is enforced through the county's zoning permit process; the Building Inspector can withhold or revoke a building permit for noncompliant plans, and general zoning violations carry penalties under Section 154.999. Property owners can appeal a denial or seek a modification from the Zoning Board of Appeals under Section 154.048(F).

Frequently Asked Questions

Does this loading rule apply inside Rock Island or Moline?
No. Section 154.048 is part of the county zoning chapter, which governs only the unincorporated area of Rock Island County. Buildings inside incorporated cities like Rock Island or Moline follow that city's own zoning and loading code instead.
How big does a loading space have to be?
Section 154.048(C)(3) requires each loading space to be at least 10 feet wide, 50 feet long, and 14 feet high, measured exclusive of the access drives and turning areas needed to maneuver a truck into the space.
Can a business get a waiver from the loading requirement?
Yes. Section 154.048(F) lets the Zoning Board of Appeals modify, reduce, or waive the loading standards on appeal when the applicant demonstrates the particular nature of the use justifies a different arrangement.
