York County, PA Parking Rules: Loading Zones (2026)

York County's Chapter 75 park rules address vehicles broadly, then with 22 specific prohibitions layered under § 75-13. Subsection A first defers to the Pennsylvania Motor Vehicle Code, Title 75, for baseline traffic law on park roadways, before subsection B adds park-specific restrictions. Paragraph (4) of subsection B is the loading-zone rule: no one may stop, stand or park a vehicle in a place marked as a passenger or loading zone except to expeditiously load or unload passengers, or to pick up, deliver or unload materials.

The word "expeditious" matters, since it means the loading zone is for active, quick loading and unloading only, not for parking while you use the park. The same subsection bans several related things that often get confused with a loading-zone violation: parking in a spot marked as a prohibited parking area (B(2)), taking up more than one designated parking space without a Park Ranger's approval (B(5)), parking in an ADA space without proper certification (B(6)), parking or driving on the grass outside a designated area (B(7)), and blocking a fire trail, campsite road, maintenance road, boat ramp or bike/hike/horse trail (B(19)).

Vehicles on park roads are also capped at 25 miles per hour or the posted limit, whichever is lower, under B(9). Every one of these violations is enforced the same way: by York County Park Rangers under § 75-38, with penalties set by § 75-39.
