Loudoun County, VA Parking Rules: Preferential Parking Districts (2026)

Chapter 490 lets the Board of Supervisors designate a Residential Permit Parking District, on a block-by-block basis, wherever a residential area is burdened by non-resident parking. 04 sets the establishment path: a District near a high school, university, or rail/metro station within a half-mile (2,640-foot) walking radius needs a petition from 75% of eligible addresses and over 60% on each block; a District anywhere else needs the same signature threshold plus a finding that the block has at least 100 contiguous or nearly contiguous on-street spaces, 75% of abutting land developed residential, and at least 75% of spaces occupied with half of those by nonresidents during peak-demand hours.

The Board can also create a Temporary Residential Parking Permit District for construction projects or events expected to last at least six months, requiring at least ten affected homeowners. Once VDOT issues a Land Use Permit for signage, the Department of Transportation and Capital Infrastructure notifies every address in the District of the effective date, restricted hours, and how to get a permit or pass. 10 bars on-street parking during restricted hours to anyone without a valid Parking Permit or Parking Pass, though public-agency, service, and delivery vehicles are exempt.

11 caps initial Parking Permits at one year and limits each vehicle to one permit; new residents get a non-renewable Thirty-Day Parking Pass while they gather proof of residency (a Virginia driver's license or Loudoun vehicle personal property tax payment, plus two secondary documents such as a lease or utility bill). Permits and passes remain County property, can be revoked without notice, and must come off the vehicle once the holder moves out of the District.
