(a) Within the unincorporated areas of Clay County, Florida, and within the City of Keystone Heights, Florida, except when necessary to avoid conflict with other traffic, or in compliance with law or other directions of the sheriff or his deputy or official traffic-control device, no person shall: (1) Stop, stand or park a vehicle: a. On the roadway side of any vehicle stopped or parked at the edge or curb of a street. b. On a sidewalk. c. Within an intersection. d. On a crosswalk. (2) Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers: a. In front of a public or private driveway. b. Within fifteen (15) feet of a fire hydrant. c. Within twenty (20) feet of a crosswalk at an intersection. (b) Except as otherwise provided in this article, every vehicle stopped or parked upon a two-way street or highway shall be so stopped or parked with the righthand wheels parallel to and within twelve (12) inches of the righthand curb or edge of the street or highway.

Drivers cannot stop, stand, or park on a sidewalk, within an intersection, on a crosswalk, on the roadway side of another parked vehicle, on a bridge or in a tunnel, on railroad tracks, or wherever a traffic-control device bars it. A second tier of rules bars standing or parking, even momentarily beyond picking up or dropping off a passenger, in front of a public or private driveway, within 15 feet of a fire hydrant, within 20 feet of a crosswalk at an intersection, within 30 feet of a stop sign or flashing signal, or within 20 to 75 feet of a fire station entrance.

A deputy sheriff or a trained parking enforcement specialist enforces the article under Sec. 13-57 by attaching a parking ticket to the vehicle, and Sec. 13-61 extends the whole article to county-owned property located inside chartered municipalities as well as to Keystone Heights itself. Separate sections cover handicapped parking spaces (Sec. 13-54, a $245 penalty) and fire lanes (Sec. 13-55).
