Napa County prohibits parking any vehicle on a county road for more than 120 consecutive hours under Napa County Code Section 10.08.150, and the California Vehicle Code authorizes peace officers to remove obstructing, illegally parked, expired-registration, and abandoned vehicles in unincorporated areas.
On-street parking in unincorporated Napa County is regulated primarily through Title 10 (Vehicles and Traffic) of the Napa County Code and the California Vehicle Code (CVC), which applies countywide. Section 10.08.150 of the Napa County Code (Article II, Parking and Vehicle Removal, of Chapter 10.08 Traffic Control and Parking) caps continuous parking on any county road at 120 consecutive hours (five days). The Napa County Department of Planning, Building and Environmental Services (PBES) confirms on its Good Neighbor Resources page that street parking in excess of 72 hours is a State Vehicle Code violation, citing CVC Section 22651(k), which authorizes a peace officer or parking enforcement employee to remove a vehicle parked or left standing on a highway for 72 or more consecutive hours. The County Road and Street Standards (Section 9) require that all streets without an on-street parking provision be posted with No Parking signs or other suitable regulatory devices; parking on County-maintained roads is otherwise governed by CVC Sections 22500 (places where stopping/parking is prohibited), 22502 (parallel-parking within 18 inches of the right-hand curb), and 22507 (local authority to restrict parking by ordinance with proper signage). State Highways 12, 29, 121, and 128 through unincorporated areas are governed by Caltrans, not the County.
A vehicle parked more than 120 consecutive hours on a county road is in violation of Napa County Code Section 10.08.150 and may be removed under CVC Section 22651(k) (72 hours of continuous parking). Inoperable, expired-registration, or hazardous vehicles may be impounded under other CVC Section 22651 subdivisions. Roadway vehicle complaints in unincorporated Napa County are handled by Sheriff non-emergency dispatch at 707-253-4451; abandoned vehicles on private property are handled by Code Compliance at 707-253-4675.
