Eastvale's own ordinance, EMC Chapter 6.28, limits residents to three garage sales per 12 consecutive months, each lasting no more than three consecutive days. Sales may not run between 8:00 p.m. and 8:00 a.m. Only one on-premises sign (max four square feet) is allowed, and no permit is required.
Garage and yard sales in Eastvale are governed by the city's own Garage Sales chapter, EMC Chapter 6.28, enacted by Ordinance 2011-04 (effective January 26, 2011). Section 6.28.040 caps frequency and hours: no person and no lot or parcel may host "more than three garage sales during any period of 12 consecutive months," and "no garage sale shall be conducted between the hours of 8:00 p.m. to 8:00 a.m. or be conducted for longer than three consecutive days." In effect, sales are limited to three per year, daytime hours of 8:00 a.m. to 8:00 p.m., and a three-day maximum each. Notably, the chapter contains no permit or registration requirement - residents do not need to obtain a city permit to hold a qualifying garage sale. Signage is restricted by Section 6.28.060: only one unlighted sign may be posted, it must be on the premises where the sale is held (not in the public right-of-way), it may not exceed four square feet, it may be posted no more than five days before the sale, and it must be removed by the close of the last day. Section 6.28.050 (Display) requires goods to be arranged for inspection access and prohibits displaying or storing merchandise on adjoining public sidewalks, streets, or rights-of-way. Exemptions under Section 6.28.030 include sales by charitable or religious organizations using proceeds for those purposes, court-ordered sales, and sales not openly displayed to the public.
Violating Chapter 6.28 is a misdemeanor; under Section 6.28.070 a conviction is punishable by a fine not exceeding $1,000.00, imprisonment in county jail not exceeding six months, or both. Common violations include exceeding three sales per year, running past three days, selling outside 8 a.m.-8 p.m., or posting off-premises/oversized signs.
