DeKalb County has adopted the International Property Maintenance Code through Code Ordinance Chapter 18, enforced by the DeKalb Code Enforcement Division. Common blight violations include peeling/deteriorating paint, broken windows, accumulated junk/debris, damaged roofing, inoperable vehicles, overgrown vegetation, and structural deterioration. Property owners receive a written Notice of Violation with a compliance period of 10-30 days depending on severity. Non-compliance leads to citations in DeKalb Recorder's Court. DeKalb maintains a Vacant Property Registry (Chapter 18 Article VII) requiring owners of vacant properties to register, maintain the property, and pay an annual fee. The county may perform abatement (board up, mow, clean) and place a lien on the property for costs. Chronic blight properties may be referred to the DeKalb Land Bank.
