Greenville County has adopted the International Property Maintenance Code (IPMC) in its entirety and enforces it through the Code Enforcement Division (864.467.7090). The Division addresses property-blight conditions including substandard housing, accumulations of rubbish or junk, junkyards, nuisance signs, and environmental-control violations. Complaints must include a specific address and visible-from-public-view violations, and Greenville County Code Enforcement does not accept anonymous complaints.
Property-blight conditions in unincorporated Greenville County are regulated under the International Property Maintenance Code (IPMC), which the County has adopted in its entirety. Enforcement is the responsibility of the Greenville County Code Enforcement Division, located at 301 University Ridge, Suite S-3100, Greenville, SC 29601 (864.467.7090).
The IPMC establishes minimum maintenance standards for existing structures and premises β including requirements for basic equipment, light, ventilation, heating, sanitation, and fire safety β and requires that exterior property and premises be kept free of accumulations of rubbish, garbage, and inoperable equipment, and that owners control weeds, grass, and noxious vegetation. The Greenville County Code Enforcement Division specifically focuses on substandard housing, property maintenance, junkyards, nuisance signs, and environmental-control violations.
To open a case, a complainant must provide a specific street address and the violation must be visible from public view; Greenville County Code Enforcement does not accept anonymous complaints. When a violation is confirmed, an official authorized by the County may deliver a civil citation that states the violator's name and address, the nature of the violation, the location and time of the violation, the civil penalty assessed, and the defendant's right to stand trial before the Magistrate. Cases involving unfit structures can be searched through the County's public Unfit Structures records.
Confirmed violations are addressed first by Notice of Violation requiring correction. Continued noncompliance results in a civil citation with a stated civil penalty and the right to a Magistrate trial. The County may also pursue abatement of unfit structures or junk-debris accumulations and lien the costs against the property.
