Volusia County Code of Ordinances, Chapter 50 (Environment and Natural Resources) and the adopted International Property Maintenance Code (IPMC) regulate exterior building conditions, including peeling paint, rotted wood, broken windows, damaged roofing, and structural instability. Nuisance accumulations (junk, inoperable vehicles, overgrown vegetation exceeding 18 inches in unincorporated Volusia) are separately enforceable. Code enforcement follows Florida Statutes Chapter 162 procedures: written notice of violation, reasonable compliance period (typically 10 to 30 days), Code Enforcement Board or Special Magistrate hearing if uncorrected, and fines up to $250 per day for first violations or $500 per day for repeat violations. Florida Statute §162.09 allows costs and unpaid fines to be recorded as liens against the property. Hurricane-damaged structures must be secured or demolished; FEMA substantial damage rules (50% rule) may require the property be brought fully to current LDC and floodplain standards.
