The building official may inspect or direct an enforcement official to inspect any building, structure or portion thereof which is or may be in an unsafe condition. If the inspection reveals that such building, structure or portion thereof is an unsafe building, the building official is authorized to initiate action to require the abatement of the unsafe condition by repairing, vacating, boarding up and securing, demolishing, or any combination thereof, as provided in this article. If the cost of repairing, restoring or replacing any building or structure determined to be an unsafe building under subsection (a) shall exceed fifty (50) percent of its value, the building official is authorized to immediately initiate action requiring the demolition thereof as provided in this article.
