In unincorporated Collier County it is unlawful to dump, store or leave abandoned property (wrecked, inoperative or derelict vehicles, appliances, machinery) on any property. Such property must be inside a completely enclosed building or lawfully licensed and screened from view. Accumulated litter and abandoned property are declared public nuisances.
Chapter 54, Article VI (the Litter, Weed and Exotics Control Ordinance) governs property blight in unincorporated Collier County. Sec. 54-179 declares unauthorized accumulation or improper storage of litter, and improper dumping of abandoned property, a public nuisance. Sec. 54-182 bars dumping, storing or depositing abandoned property on any real property unless kept in a completely enclosed building; if stored for a lawfully licensed business it must be screened from rights-of-way and residences. 'Abandoned property' includes wrecked or inoperative vehicles, trailers, boats, machinery, appliances and furniture with only nominal salvage value. Inside the cities (Naples, Marco Island, Everglades City) the city's own code applies.
Code Enforcement issues a written corrective notice with a compliance deadline (Sec. 54-190). Unresolved cases go to a Special Magistrate under FS Ch. 162; the County may abate and lien the property. Report blight to Code Enforcement at 239-252-2440.
