Reno Municipal Code Title 8 prohibits property blight, including accumulations of junk, abandoned vehicles, broken windows, peeling paint, and overgrown vegetation visible from public view. The Code Enforcement division investigates complaints and issues abatement orders.
Reno enforces anti-blight standards under RMC Title 8 and the International Property Maintenance Code adopted by the city. Prohibited conditions include: accumulation of junk, trash, debris, scrap metal, or inoperable appliances visible from the street or neighboring property; abandoned or inoperable vehicles stored outside (see parking ordinance); broken windows or unsecured openings on structures; graffiti not removed within a reasonable time; severely peeling or failing exterior paint; damaged roofing or siding; overgrown weeds and dead vegetation (Reno enforces a weed height standard typically 12 inches); and accumulated fire hazards in wildfire-prone foothill areas. Code enforcement operates on a complaint-driven basis. Process: complaint intake, site inspection, courtesy notice of violation with compliance deadline (typically 10-30 days), re-inspection, administrative citation if not corrected, and ultimately city-ordered abatement with costs billed to the property owner and liened against the property. Vacant and abandoned buildings must be secured and registered with the city under Reno's vacant building program.
Administrative fines typically $100-$500 per violation per day. Unpaid fines become tax liens. City abatement costs are billed to owner with collection liens.
