Fairfield Municipal Code Chapter 9 (Solid Waste Collection Services) requires residential containers to be placed at the curb no earlier than sunset of the day before collection and removed by 10:00 p.m. on collection day, then stored out of sight of the public right-of-way (alleys excepted). Where feasible, carts must be spaced at least two feet apart and six feet from any fixed object including parked vehicles. Container colors must follow SB 1383 (gray/black trash, blue recycling, green organics).
Fairfield's solid-waste rules live in Chapter 9 (Solid Waste Collection Services) of the Municipal Code. Residential householders must place each container for collection at the curb in front of the premises, or at the curb at the side of the premises where the premises are adjacent to more than one street. Containers cannot be placed for collection earlier than sunset of the day preceding the designated collection day, and they must be removed by 10:00 p.m. of the day they have been emptied. After collection, containers must be stored at a location that is not visible from any public right-of-way (alleys excluded). When set out for collection, where feasible, carts must be placed a minimum of two feet apart and six feet from any fixed object, including parked vehicles, to allow automated-collection-truck arms to reach them. Container colors are mandated by SB 1383 (CalRecycle): gray or black for trash, blue for recycling, and green for organics. Republic Services / Solano Garbage Company is the exclusive franchise hauler for Fairfield. Code Enforcement investigates curb-storage and visibility violations.
Storing carts visible from the public right-of-way, or leaving them at the curb past 10:00 p.m. on collection day, is a Chapter 9 violation enforceable by Code Enforcement administrative citation. Late penalties add 50% if unpaid 30 days after service. Repeat violators can have additional service charges added by the franchise hauler.
