Fairfield's Fire Department runs an annual weed-abatement program that combines two legal authorities. On all parcels in the city, Fairfield Municipal Code Chapter 27 (Community Preservation) requires that grass be cut below 8 inches and that landscaping be maintained with appropriate ground cover. For parcels in or adjacent to State Responsibility Areas (SRA) or Local Responsibility Area (LRA) Very High Fire Hazard Severity Zones in the Solano hills (north and east edges of the city), California Public Resources Code Section 4291 imposes the 100-foot defensible space standard: a Zone 0 ember-resistant zone within 5 feet of structures, Zone 1 (5-30 ft) with cleared dead vegetation and 10-ft tree spacing, and Zone 2 (30-100 ft) with annual grasses no taller than 4 inches. Notices are mailed each spring; properties not cleared by the inspection deadline (typically June 1) are abated by a city contractor. The Fairfield Fire Department also enforces clearance around structures, fences, propane tanks, and access roads.
If a parcel is not abated by the compliance deadline, Fairfield contracts the work and bills the owner. The cost is recoverable as a special assessment against the property under California Government Code 38773.5 if unpaid within 30 days of confirmation. Administrative citations under Chapter 27 start at $100 and increase to $500 for repeat violations. PRC 4291 violations may incur civil penalties up to $500 imposed by CAL FIRE.
