The 2025 CAL FIRE update placed portions of Fairfield's western hills (Rockville, Green Valley, Cordelia foothills) into Local Responsibility Area (LRA) High and Very High Fire Hazard Severity Zones. Properties in these zones face WUI building code requirements (Chapter 7A), defensible space inspections, and Class A roof rules.
On February 24, 2025, the Office of the State Fire Marshal released updated LRA Fire Hazard Severity Zone maps for Solano County. Fairfield, which controls its own LRA, has hillside neighborhoods in the western and northwestern portions of the city (near Rockville Hills Regional Park, Green Valley Road, the Mankas Corner foothills, and the Cordelia/Suisun ridge) that fall in High or Very High zones. Solano County's State Responsibility Area (SRA) contains 31,570 acres in the Very High hazard categoryβabout 36.3% of the SRA. For parcels in any FHSZ tier within an LRA: California Building Code Chapter 7A (Materials and Construction Methods for Exterior Wildfire Exposure) applies to new construction and significant remodels, requiring ignition-resistant exterior wall coverings, ember-resistant vents, Class A roofs, and noncombustible siding. Defensible space inspection per PRC 4291 is mandatory. AB 38 disclosures must accompany real-estate sales of homes built before 2010 in a High or Very High zone.
Failure to maintain defensible space results in fines up to $500 plus contracted abatement costs billed to the property. Non-compliant construction in a Chapter 7A area can result in stop-work orders, refusal of certificate of occupancy, and potential loss of California FAIR Plan insurance eligibility.
