The Yolo-Solano Air Quality Management District (YSAQMD) regulates allowable burning in the broader region; only permitted recreational fires and agricultural burns on YSAQMD-approved burn days outside the city are allowed.
Fairfield is inside the YSAQMD's jurisdiction (the southern Solano portion). The District prohibits open burning of trash, leaves, tree trimmings, and construction debris within incorporated cities. Rural yard burningβof vegetative material grown on the propertyβis allowed only on unincorporated parcels, only on District-declared burn days, and only with a permit from the local fire district. Burn piles cannot exceed 4 feet tall by 6 feet in diameter, must be at least 50 feet from property lines and structures, and must be ignited between 9 a.m. and 5 p.m. Inside Fairfield city limits, only recreational fires that comply with CFC Section 307 (clean wood, attended, 25-ft setback) are permitted; everything else requires a written exemption from the Fire Marshal. Burning treated wood, pallets, painted lumber, plastics, rubber, oil, tires, or garbage is prohibited everywhere under California Health and Safety Code 41700 (public nuisance odors) and YSAQMD Rules.
YSAQMD may issue Notice of Violation with administrative penalties up to $10,000 per day for prohibited burning under California Health & Safety Code 42402. Fairfield Fire Department may issue stop orders and administrative citations under Municipal Code Chapter 27. CAL FIRE may pursue civil cost recovery if the fire escapes and requires suppression resources.
