Raleigh regulates trash cart placement under the city's Solid Waste ordinance (Raleigh City Code Part 10, Chapter 2). City-issued 95-gallon garbage carts must be placed at the curb by 6:00 AM on collection day and removed by the end of the collection day. Carts should not be left at the curb overnight or stored in a manner visible from the street on non-collection days. Overfilling carts is prohibited.
Raleigh requires trash and recycling bins to be stored out of public view between collection days, typically behind a fence, in a garage, or on the side of the house screened from the street. Bins can be placed at the curb the evening before or morning of collection and must be retrieved the same day. Bins must be placed with lids closed and not overflowing. Some areas designate specific placement locations relative to driveways and mailboxes. Commercial properties have separate dumpster screening requirements. HOAs may have stricter bin storage rules.
Warnings for first offense. Fines typically $25 to $100 per occurrence. Repeat violations may escalate to code enforcement action.
