Rosenberg prohibits residents from storing visible refuse, trash, or junk on premises unless it is enclosed in a building or screened from public view.
Under Chapter 14, Article II, Section 14-27, no property may permit, keep, store, or accumulate refuse, including newspapers, abandoned appliances such as refrigerators and stoves, furniture, tires, and cans on premises unless the refuse is completely enclosed in a building or is not visible from a public street. This is one of the most enforced common code violations in the city. Trash containers must be properly stored between collection days, and accumulated debris is treated as a public nuisance subject to abatement.
Leaving trash, bulky items, appliances, or cans visible from a public street can result in nuisance citations and abatement charges billed to the property owner.
