Rosenberg prohibits the sale, possession, manufacture, and discharge of fireworks anywhere within city limits, with narrow public-display permit exceptions.
Section 11-4 of the Rosenberg Code of Ordinances makes it unlawful to manufacture, sell, possess, store, transport, or discharge fireworks within the corporate limits. The fire marshal may issue permits for supervised public or private displays only when NFPA 1123 (Public Display of Fireworks) and all subsequent amendments are fully satisfied. Police actively enforce the ban around July 4 and New Year's Eve, and the city promotes its own Family 4th Celebration as a legal alternative.
Discharging consumer fireworks in a backyard, possessing fireworks while inside city limits, or selling fireworks without a display permit.
