Katy requires trash containers to be marked with owner contact information, kept covered, and used only by the property they belong to.
Under Article 13.02 of Katy's Code of Ordinances, residential containers must comply with the city's solid waste agreement and display the owner's name, address, and telephone number on the exterior in contrasting colors so the markings are readily visible. Private containers must be maintained in a sanitary manner with no garbage left after emptying, and lids must remain on at all times. Carts must be at the curb by 7:00 a.m. on collection day. It is unlawful to dump refuse into a container belonging to another person without consent, and violations are misdemeanors carrying fines under the general penalty provisions of section 1.01.009.
Leaving lids open, failing to label a container, dumping in another person's bin, or failing to clean a container after pickup can result in code enforcement notices and misdemeanor citations.
