Skokie requires residential trash and recycling containers to be stored out of public view except on collection days. Containers may be placed at the curb no earlier than the evening before collection and must be removed within 24 hours after pickup. Cart placement must not obstruct sidewalks, streets, or fire hydrants.
Skokie's property maintenance and refuse code requires residents to store trash and recycling carts out of public view from the street when not set out for collection. Acceptable storage locations include garages, behind fences, or in side/rear yards screened from street view. Carts may be placed at the curb no earlier than the evening (generally after 5 PM) before the scheduled collection day and must be retrieved from the curb within 24 hours after collection. On collection day, carts must be placed with wheels against the curb, handles facing the home, and with at least 3 feet of clearance from obstacles including mailboxes, parked vehicles, and fire hydrants (15 feet from hydrants). Carts must be closed to prevent litter. Overflowing or broken carts attracting pests may result in property maintenance violations. Skokie contracts with a private waste hauler (historically Groot and others) for residential collection; contact the Village Public Works at (847) 933-8427 with service issues. Bulk items and yard waste have separate collection rules covered under other subcategories.
Leaving carts at the curb beyond 24 hours after collection or storing carts in public view results in property maintenance violations with fines from $50 to $75 for first offense. Repeated violations escalate. Blocking fire hydrants with carts may result in additional fines from the Fire Prevention Bureau. Contact Code Enforcement at (847) 933-8284.
