Winston-Salem City Code Chapter 46 requires trash and recycling carts to be stored out of public view between collection days. Carts may not remain at the curb longer than 24 hours after pickup and cannot be stored in front yards.
Under Winston-Salem Code of Ordinances Chapter 46 and the property maintenance provisions of Chapter 14, residential trash carts must be stored in a side yard, rear yard, garage, or behind an approved screen when not set out for collection. Carts visible from the public street outside the collection window are a code violation. The 24-hour removal rule applies to both garbage and recycling carts. In the historic Old Salem and West End overlay districts, additional screening standards may apply. HOAs in neighborhoods such as Buena Vista, Sherwood Forest, and Forsyth Country Club often impose stricter rules requiring carts to be entirely out of view at all times. Damaged or missing city-issued carts should be reported to 311; the first replacement is free for normal wear, while intentional damage or loss triggers a replacement fee. Dumpsters at multi-family and commercial properties must be located within screened enclosures per the Unified Development Ordinances.
First violation generates a warning and correction notice. Subsequent violations incur $50 to $100 civil penalties per day under Chapter 46. Continued noncompliance can lead to minimum housing code abatement action.
