The Winston-Salem Minimum Housing Code (Code of Ordinances Chapter 14, Article II) implements the authority granted by NCGS 160D-1201 through 160D-1208. Community Development housing inspectors respond to complaints about structural decay, broken windows, collapsing roofs, rodent infestation, accumulated debris, and other conditions that render a dwelling unfit for human habitation. After a complaint, an inspector conducts an exterior and (with consent or warrant) interior inspection. If violations are found, the owner receives a formal Notice of Complaint and a Public Hearing date. The housing officer may issue a Final Order requiring repair, closing, or demolition within a set timeframe (typically 30 to 90 days depending on severity). Owners have appeal rights to the Housing Board of Adjustment and then to Superior Court. If the owner fails to comply, the city may abate the nuisance and place a lien on the property for the cost. The Weed Cutting and Junk Removal programs (Chapter 46) address exterior blight conditions such as tall grass, accumulated trash, and inoperable vehicles.
Owner-paid abatement costs (typically $300 to $5,000 for lot cleanup, up to $50,000+ for demolition) become a lien against the property. Civil penalties of $100 per day accrue for violations of final orders.
