ROH 40-7.4 applies equally to occupied and vacant parcels. Absentee or speculative owners holding land in Ewa Plain subdivisions must still comply with weed-cutting, trash-removal, and nuisance-abatement obligations. Vacant lots that accumulate illegally dumped items or grow into fire fuel are a particular concern on the leeward side, where dry conditions fuel brush fires. A vacant-lot owner receiving a DPP notice has 30 days to abate; otherwise the city contracts the clean-up and records a lien. Some Ewa Gentry builder-owned inventory lots are held under HOA rules requiring even tighter weed control.
