The City of Hemet has a formal registration program for vacant, abandoned or foreclosed property. Per the Code Compliance FAQ: "Article XI of Chapter 14 of the Hemet Municipal Code addresses the Maintenance, Security, and Rehabilitation of Abandoned or Vacant Properties." That ordinance is intended to ensure such properties are secured against trespass and maintained so they do not become blight or a nuisance to surrounding owners. Separately, vacant and undeveloped lots remain subject to the City's annual weed-abatement and rubbish-removal program: the Fire Prevention Bureau inspects all Hemet properties — improved and vacant — for overgrown, dead or decaying vegetation and accumulated solid waste, and non-compliant lots are abated by a City contractor at the owner's expense (see Weeds & Grass). For solid-waste service, Chapter 62 notes that owners may avoid franchise charges "by leaving their property undeveloped or unoccupied," and customers with a vacant property may apply for a vacancy certification through Public Works in lieu of mandatory collection. Failure to register or maintain a vacant/abandoned property under Chapter 14 Article XI, or allowing weeds and debris to accumulate, can trigger Code Compliance enforcement, City abatement, and cost recovery (including liens) against the property.
