Sarpy County, NE Property Maintenance: Vacant Lot Maintenance (2026)

An empty parcel is not exempt from upkeep. Nebraska's Noxious Weed Control Act places an affirmative duty on every landowner to control noxious weeds, and Sarpy County's weed control authority enforces it, sending notices and, on noncompliance, arranging control and billing the owner. Dumped trash on a vacant lot is littering under Neb. Rev. Stat. 28-523 and can be abated as a nuisance. The county does not set a suburban lawn-height limit the way cities do, so ordinary tall grass on a rural lot is generally a weed-control and nuisance question, not a mowing citation. Inside Bellevue, Papillion, La Vista and Gretna, city codes add grass-height limits and vacant-lot cleanup duties.
